Bureaucracy–upper-class fusion
Fusion (Roles) — name used in the articles
The integration of the upper class with the bureaucracy. Full fusion: the two form an inseparable whole (party-state integration) — overthrowing the upper class means overthrowing the system. Permeable fusion: boundaries exist but are permeable (the “revolving door”) — there is no full integration, but interests overlap, personnel flow and the distinction blurs.
